It's light armor I think the TA dungeon armor.
FinalFAB is right, the dress part is definitely Light Female Twilight Arbour Dungeon Armor. http://www.gw2armor.com/human/female/twilight/light/display.php That site also has the appearance of basically every armor in the game, though I'm not sure how quickly they are to update for the new stuff.
but she's a Necro, and Necros wear medium armor don't they?
Necros use the Light Armor skin appearance. That's the Nightmare Vestments and Nightmare Pants (exotic) from Twilight Arbor. You can view and purchase it from the TA dungeon vendor in Lion's Arch, near the WvW Asura Gate area. (Fort Mariner waypoint)
