For those who have been in Craglorn, I am wondering what you would recommend for the minimum level that one can do the content. What level do you recommend for 12 man raids, and for the 4 man dungeons? Thanks.

V1 can get in, I know for sure, and complete some of the areas when grouped with a few higher rank people.
For the majority of the 4 man content, you will want an average of V8+.
For the trials, I would suggest V10+ average.
This will change, however, based on a few things... like how aggressive you are at gearing yourself, skill level, and coordination. Some of the 4 man delves and quests were difficult for a V9 tank with a V3 healer, from past experience, in terms of survivability. Some of them were no problem.
If you want to get involved, feel free to ask people if they are interested in things you can do. Delves you could do:
Kardala is a fairly easy run. So is Haddock's Market. I didn't find Hircine's too bad, and the dwarven one which is just outside town wasn't too tough either. Some of the others were tuned far closer toward a group of higher ranked people. I have not yet completed them all, so there may be others you could run through at VR1 without too much of a problem.
And, of course, you can always get together with people doing Anomalies, Burial Grounds, or POI bosses. There's also a grindable boss on a timer in one of the tougher delves, if you want, Bardala or something like that.
If you are a high dps toon, anomalies and the other Craglorn grinds are doable. I was VR5 when Craglorn was introduced and I really struggled to get credit on the grinds, but I was a templar healer so go figure.
Honestly at lower VR levels you pretty much have no choice but to join group grinds. I have not been back since i hit VR12 so maybe it is not as crowded as before.
Osu, usually the bosses and burial mounds are based upon group, rather than top 12... which is what the anomalies are based on.
Burial mounds are much better for VP, as they are guaranteed to the group running the event, and extra people get to join for loot only if they want. Anomalies are plagued with tons of VR11-12 people, most of whom are dps, going for loot drops because you get more loot for a given time investment.
Bosses out in the world at POIs seem friendlier too, and the Bardala? boss grind is 4 people only, so guaranteed VP and drops so long as you can kill it (and clear to it, which is likely more difficult.)
