ESO in game announced that the guild fuctionality has been restored. Unfortunetly it seems that the guilds will need to be reformed. Reading chat and looking into the guild tab to see if this is a just a hiccup and may take some time before the guild charters are restored or that Gaiscioch will probablly have to reform the guilds.

Guild functionality has been restored. If you are on the North American megaserver, you must fully log out of the game and back in again.
There's no mention of needing to reform, so hopefully it's just taking a while to bring back online. Here's hoping, anyway.
phew, I logged in and saw I was guildless and panicked lol
Guild is all intact, mail is still down.
Log out, close the game, and log back in. It works like a charm!
