You can buy them at the the starting base, where you buy siege engines, gear, etc. I don't remember which NPC. I think it might have been the siege engine merchant. You can see that ESOHead has them in there database here:

ESOHead gets their data from an add-on that players can voluntarily run when they are in game and it sorta 'scrubs' data from the playing session.
Wow, that's a new one on me. With all the PvP videos I've watched, I've never seen them mentioned except the default ones around the flags that seem to be there automatically. I also thought they were supposed to be "soldiers" from your factions side, not mercenaries? Why aren't players just spamming lots of them all around?
Could be that they are not cost effective for beginning players. Maybe for long term players
once income is better established.
I've seen these too but wasn't sure how they'd work so just kept hoarding my AP. Will try one out in this weekend's play session.
I'm curious if they work as a companion (ie. Skyrim) and are an approach to give players that like to solo better survivability in Cyrodil. (WTB healbot ;)
I think that they are only usable in Cyrodiil and posted to sit and guard a certain spot? I can't seem to find any decent information on them?
