Not sure if I've seen this topic or a direct answer to this so I will put it out to the group and see what I can get back. 

As a Templar you have Sun and Fire powers, but they are ray and light related. Does a templars sun powers qualify as a fire based attacked, for the purpose of the Dunmer bonuses for fire attacks?

My guess, not fire but magic damage

If it's fire, it's fire. Let me try to be a little more precise. Fire is a damage type, the Dunmer ability applies to that type of damage. On the other hand, we don't know exactly what the Dunmer power does, as the wording refers to a mechanic (Spell Power) that hasn't ever been clearly defined or explained. There are some number-cruncher, theory-craft attempts to understand it, but the results seem to be miniscule by any method I've read about.

I'm actually leaning towards saying that the Templar solar abilities would be improved by the dunmer fire damage ability, which would make my Templar at least at the higher levels have to be a dunmer which would make for higher dps then a Breton of the same level using the same spell. 

That plus the bonus for dual wield abilities makes Dunmer a better choice for Templar then Briton,  a Dunmer Dps character that gradually shifts to healing as his magika pool builds would seem the best character to me.

I interpret the description 'increase spell power with fire effects' as meaning it increases damage done by fire damage spells. I've only seen this interpretation on the wiki though... everywhere else uses the description straight out of the game and leaves it at that.

Based on my interpretation, only the Templar spell 'Sun Fire' would get the boost from Flame Talent, because it's the only spell I can find that deals fire damage.

If you're going to pick a race for a class based on the racial traits/skills, Dunmer is probably good for Sorcerer or DragonKnight based on the Flame Talent skill. Mainly I guess because people are interpreting it as affecting skills/spells that deal fire damage and those two classes have a lot of those. The default appears to be Sorcerer for Dunmer though on most sites that talk about best racial/class match.

Wouldn't Dynamic (Increases Magicka and Stamina up to 3%) be more of an edge from a Templar point of view? More melee and spell attacks then? Assuming that 3% makes that much of a difference...

Yep, Sun Fire is the only Templar ability to do fire damage. Right now, it's hard to tell if a "Spell Power" increase has much effect, one estimate is that it will add between 1 and 2 damage (regardless of your character level). If that is correct, it's probably the most useless racial trait right now.
