The problem with this is some of them follow 1 of 3 paths at random and each time you kill them they reap awn at a different place. Plus each version of the zone is different. While the idea is great I don't see it being very acurate.
It is not a community tool to find the bounty faster, it allows a guild to call for volunteers to go and look for a certain bounty and when they find it they would mark on the site that it was found. useful for PRE-scouting prior to triggering the bounty. it is only seen by the guild itself, you setup an account as a guild and provide a password so only your guild has access. as a volunteer on this system you would pick a boss and put your name beside it on the site. once you find it you are responsible for updating the site to say they found it. if another guild kills the bounty you just have to click "Lost it" and the status changes again to not found. it is a visual rep of which ones have been found by your group.
the path and weather or not it has been killed recently has no bearing as it relies on a guild member to have found it and marked it as found.
Smart use of waypoint linking and /ip or taxi is advised once the bounty is started and one of the pre scouted bosses is chosen so everyone can get onto the correct map.

I can see how it would be useful for smaller guilds w/smaller mission events. For us though, its more trouble than its worth. With the attendance sizes that we have, we're already trying to lead the Tiger by the tail, as it is.
