Is there a breach? Do I need to change my password? O__o
Should I panic?
Doesn't hurt to change it every few months but nope, no breach.
A breach at Anet? No.
There has been some renewed activity in hacked accounts and gold spam (to my understanding), but I posted this mostly because ArenaNet has updated their old password policy.
They'd forced us to use a password system based on some cartoon, that was circulating around the net at the time, and Anet devs felt that it was secure enough to force players to use it (someone linked it in that twitter convo). Many felt it was not secure and strongly protested against being forced to use it.
They have a much better "password security suggestion" policy posted now and players using that old system really should change away from it.
Of course, its always a good idea to change your password at least every 60-90 days, regardless of what game, bank, website or email it is. I'm guilty of not changing my gaming passwords as often as I should, too.
