I have seen some merchants selling them , sorry I can't remember where.
Lockpicks are definitely available from vendors. Probably the same kind as sell the repair kits.

there are a number of vendors that sell lock picks. Usually the same vendor that sells repair kits, however look away from the main vendor areas, I remember they were not with the main vendors.
There are a lot of lockpicks in the starting area. You have to search the urns and boxes that are laying all around. I think I got about 30-40 the last character I made in testing, along with a lot of materials for provisioning. It pays to spend a little bit of time in the beginning area to gather these resources.
Btw. Did they add Bagpipes to the game yet? Surely the addition of bagpipe was amongst the top 8 things requested by players!
